I think you are right, Physical progress and remaining duration that they are different conception in project control. Physical progress need to manual fill progress according to actual status but remaining progress is base on remaing duration to calculate project remaing progress, by the way remaing progress is auto progress in P6.
First activilty is 20 day can be finish 6 day, seem both are worng. 2 day completed 80%, need to remaing task 4 day to finish, if resource do not change base on pass 2 day, 4 day to finish remaing 20 % is illogical. if base on actual status the activility can be 4 day in 20% . orginal 20 day is exact.
Suggest: 1.Base on the project information to set up staff plan. 2. Support all discipline lead engineer, to establish project deliverable list. 3. Combine 1 and 2 assign resourse to each activilty ( staff plan)

You need to consider the possibilty that if a 20 day task can be finished in 6 days then the 20 days was wrong.
My philosophy is that if there is work to be finished then get on with it - work done cannot be delayed by unforeseen events - so tell your engineer to stop dillying and get on and finish it.
You can tell your boss that planning for late finish is not good practice unless you are limited to scarce resources.
