Milestones are always linked with the schedule, at least in Spider Project. Progress measurement is usually done in physical quantities of work that have been done, and time, materials and money spent. Performance analysis may include Earned Value, Trend Analysis, Probability of Success Analysis, etc. Please specify your needs in more details.
