Open "Tools" --> "Global Change" --> "New" --> select "Activity Resource Assignments" --> Give a name to this global change --> lines as indicated.
I have the impression that you are not familiar with the Global Ghange, so after you will have selected "New" youll select "Help" first. The description is very good.

I cannot put actual finish NOT EQUAL TO because I mentioned earlier that these activities have actual finish dates but the resource units have not been updated (For example if the budgeted units were 100 then actual units are left as 0). Only start & finish has been updated & this is causing the unit % complete at summary level to be very low. I tested this on a small project with 5 activities & the result has been the same.
When you mentioned summary level, do you mean @ tracking view and project view. If it is, then its simple, you need to run project summarisation to update these details to the project level.

Global change is the right idea:
- Group ("Activity Resource Assignments")
- If actual finish >
- Actual this period labor units = Budgeted regular labor units
