O'Connell and Lawrence, Inc. is a civil engineering firm that works for Government and Private owners, legal firms, and contractors throughout the United States.  We provide construction scheduling review services to Government owners, primarily.  We also provide claim preparation and claim defense services to owners, lawyers, and contractors.

As a Senior Construction Consultant, I perform schedule analysis of baseline and monthly update schedules for highway, bridge and other infrastructure projects, and make recomendations to the client for acceptance or rejection.  I also highlight changes to the schedule and their impacts upon the schedule and ultimate completion.  We must remeber that the schedule is a management tool for completing a project on time and to highlight the potential impact of issues that arise during the project duration.

I  also perform reviews of Time Impact Analysis and claim defense for infrastructure claims and make recommendations to the client for settlement positions and supportable negotiating ranges.

I have prepared standardized baseline schedule and monthly update schedule review documents for company-wide use.

My clients have included the Maryland Department of Transportation State Highway Administration and the Maryland Transportation Authority, Montgomery County, Maryland, and the City of Baltimore.

I am certified as a Planning & Scheduling Professional (PSP) through AACE International (No. 386) since 11 January 2008 and until 11 January 2023.

I am, certified as a Scheduling Professional (SP) through PMI (No. 1241722) since 07 March 2009 and until 06 March 2024.

I served as Senior Scheduler for Arcadis on a Water and Wastewater contract for the City of Baltimore, MD.  Projects under this contract included $200 million plus contracts at the Patapsco Wastewater Treatment Plant and Back River Wastewater Treatment Plant, and various wastewater sewer replacement projects throughout the City.  I performed initial and update schedule reviews, including cost and resource loaded schedules.  I performed several Time Impact analyses for these projects.

I also performed schedule reviews for two (2) construction projects for a York County, PA recycling facility.

I served as Construction Inspector and Office Engineer for $55 million highway and railroad facility reconstruction as part of I-95 project in Locust Point section of Baltimore, building highway on grade and bridge.  Also inspected utility construction in Anne Arundel and Howard Cos. I was promoted to Project Manager in 1985, and oversaw inspection staff for infrastructure construction projects that included highway and bridges, utilities, military housing, airport runway extensions, and public park recreational facilities. I prepared construction schedules for various contractors on highway and building projects.  As Project Manager,  I was responsible for all project correpondence between client and contractor.

Performed claims analysis for MDOT on numerous projects in MD SHA Districts 3 and 6.  Provided negotiating range and analysis report to support negotiations.
