Sakhalin Energy, an affiliate of Gazprom, is the operator of the Sakhalin-II Project. Other participants in the Sakhalin-II Consortium are: Shell is a worldwide group of oil, gas and petrochemical companies; two Japanese trading houses, Mitsui and Mitsubishi.
