[BLOG] BASELINE CHANGE MANAGEMENT PROCEDURE

To keep baseline variance can be a monumental task in complex schedules. Is it worth it?

An S-curve is a result of schedule logic. On the level of activities, projects tend to have many paths, some of them critical, other not.

A tiny (if compared to total project duration) schedule variance of an activity can become a cause for substantial rearrangements in the project network, it can change critical path or order of activities, enforce a total reorganization of works.

This cannot be captured by either Earned Value or Earned Schedule calculations - potential problems might be masked by compensating positive and negative schedule deviations.

As-Built schedules are very important project records as they can be used in Delay Claims disputes, generating Norms or Production Rates and benchmarking future project activities hence why a lot of emphasis is placed on activities having accurate actual dates and actual duration.

But Primavera P6 users need to pay attention to their User Preferences, else they will be recording wrong actual duration for activities.

[ARTICLE] STO PROJECT CONTROLS OFFICE; CONTRACT ADMINISTRATION

Contractors play a vital role in the STO projects success or failure. Therefore a comprehensive contract management system and strategy is an essential element of any organization that management STO projects. Here we will review the Project Controls Office role in administrating contracts and supporting organization’s contact management system.

In support of Contract administration, STO Project Controls Office will perform the following tasks:

  • Review individual contracts and progress reports in multiple ways, including intent to minimize controversies and to enhance partnerships or interfaces with other departments, such as the Inspection, Engineering, and Operations.
  • Participate in panels to select, or review the selection of, special consultants and contractors for planning and execution phases.
  • Maintain liaison with procurement office before and throughout execution to provide input toward accomplishing the STO Project goals and to effectively control change orders, invoicing and project budgets.
  • Ensure that contract issues are analyzed and managed in accordance with all contract requirements and the conditions on the Project as they develop.
  • Monitor trends in change issues, for aging and timely resolution, responses to contractor correspondence and helps ensure compliance with approved project procedures for development of robust pre-negotiation memos, cost reconciliation, documentation, and final approval.
  • Participate with Contracting Office and consultants in procurement planning for Project procurements, identifying future requirements and time-phasing of contracts.
  • Ensure contract compliance, identifies opportunities to control Project costs through contract pricing structure, contract consolidation, and other means, and to administer contracts on a day-to-day basis, ensuring effective review of invoices and coordination of timely payment.
  • Oversee and review justifications, and other documents, as necessary, for requisite funding approvals.
  • Analyze trends in contract types, costs, and tasks and report the findings.
  • Create and maintain contract files including a comprehensive Project contract administration database.
  • Track status of funds against budget by allocating tasks to appropriate accounting cost codes and contract funding/period.
  • Investigate documents and supports the resolution of problematic invoices, such as invoice discrepancies, or performance problems.
  • Meet with contractors to discuss contract compliance, strategic planning, and budgets.
  • Evaluate and negotiates contract changes which require adjustments to the contract price and scope and prepares modifications to the contract.

These calculations and display summaries are based on the currently visible activities. Activities removed from the layout by filters are not included in the calculations and summaries.

Lessons from experience have taught this author that every opportunity to hear Chris Carson – Vice President Finance at AACE International and Guild of Project Controls Fellow – speak or present is well worth the investment of time, and this occasion was absolutely no different.

In fact, the flawless planning and execution of Shohreh Ghorbani’s vision of greater online, global and immensely valuable training and education made this particular opportunity more convenient, fun and insightful than many other experiences this author can recall.

In this article, we will explore the inspiration that lead to a social media din and some of the most insightful takeaways from this great experience.
