I have a baselined project (using P6) with assigned progress and actuals (in labour hours) but all earned value fields show zero. Other projects with the same settings are displaying the expected EV so I assume it is not an issue based on user or enterprise settings. Can any one suggest a cause for this?

Suggest to check baseline settings.
Baseline needs to be Maintained, same as "created" and needs to be assigned. If you do not assing, earned value shall not be displayed.
