What are you using in Cost Loading of Schedule?

Material TYpe Resource or Expenses?

In the Contractor Side, I prefer to use the Material Type Resource. The purpose is to generate the Earned Value (EV) in which a contractor may earn a progress based from the Budgeted Cost.

I did not prefer to use the Expenses because, Expenses as I understand is the Expenditures in which a contractor planned to spend.

What are your inputs?
